As cruel as it sounds you should not be giving them any money as it is easy for them to spend on drugs and you will be enabling them. Unless you can send it via bank transfer to the landlord direct I would not give them any cash helping them by buying food is fine but ultimately they will probably need some kind of professional help to stop using. You should find them information for support groups nearby etc.
