do what you want to do depends on how much time and money you want to invest in it for what purpose too do you want the owner to be held accountable? do you want to set a precedent so that others have an easier time filing claims/have more evidence against the owner? do you want a financial award? i'm not a lawyer so any advice I would give would be pretty misguided so all I can say is weigh the time/money/stress costs of filing a claim versus the reward you are looking for, whether it would be a moral reward or monetary

What can be gained by reporting it? When I was with my ex, in public they always thought she was my caregiver because of how I looked, sigh.

It might be worth pursuing. Mind you; I have no legal experience what-so-ever. So you might want to speak to an actual professional and get some advice on it, which kind of sounds like you already have, (could be wrong). It sounds like it'll bring awareness to renters and home-owners about medically-related situations for housing. However, what would happen if you did bring this up and lose? Also, it doesn't sound like you'll get that apartment regardless of how the case will go. So, my advice, make sure you are aware of all of your options and fallback should you chose to pursue.

As I know you should have a case if your credit score and background are in order. Some private landlords can reserve the right to deny for any reason, but public or large corporate ran rentals should be protected for those with disabilities. You live in California so you should have a lot of options compared to those that live eastward! I would pursue.
