I rarely tell ppl I watch anime but when I do, I do not get this 'look' that you are referring too. But if a black girl told me she watches anime I would LOL.

Pretty sure I know the answer... It's because of all the slapstick that leads to unrealistic portrayal of social interactions. Anime is like intentional made to be different from the social norm.
Slapstick examples:
Example 1: Sakura punches Naruto and sends him flying into buildings after he says something stupid. (does that really happen irl?)
Example 2: Unnecessary screaming and blabbering that is often used as comic relief. (doesn't happen IRL)
Example 3: Fan service (big boobs and harems)
Since that is the majority of anime, I can see why the public thinks anime is uncool. And for that reason, they will avoid anime altogether, even the good ones.
On top of all that, most dubbed anime are tailored towards kids, especially in Canada. Due to the audience, there is often a lot of language filters that make dialogue sound awkward and a lot of childish plots.
