And to add to the climate question. Europe and China are fully investing and developing greener energy solutions. China is leading in this currently. USA is way waaay behind because it's fully captured by the oil and gas industry as well as the military industrial complex. Saudi Arabian oil princes have more control of American policy than its own constitutents. They also heavily sponsor pro fossil fuel messaging and propaganda.
All this to say that green energy and green production is undeniably the future and America could be investing in this, and be the number one leader in the world but instead it bends its knees to moneyed interest and capital. America is falling behind. Call me a patriot but I want America to be #1. I want it to have the best and most sustainable energy and technology, I want it to export and sell to the rest of the world. But nope, China is absolutely winning on that front because our politicians are huffing that gas
All this to say is that, yes, investment in climate IS an America first policy

I fail to see the problem?
Even though a large part of the electorate might seemingly prioritize "America first" policies (although as it is right now, its more like Israel first, and "lining the elites' pockets" first policies) , it's good to have diverse voices and sources of information on current events and issues on all sides.
Again i dont really see what it is you're critiquing, just remember it's important to keep in mind that it's healthy for a democracy to have discourse on all sides.
As to your two "points":
1. More responsible global partner in this case critiques USA warmongering and sponsoring of death and destruction abroad, feels like an America first priority if you ask me. It also critiques America less than desirable climate policies, or the lack of, in this case. The world is dying due to human activity, this is undeniable and every serious country on this earth including all of Europe and China are fully aware of how important climate issues are. America is not responsible globally and it's a fair critique
2. Yeah that paragraph literally just describes what a think tank does. There are a dime a dozens of those. Conservative, liberal, leftist, politics, science, national, global, etc.
