Yes, heat gun is going to be the best way to get it to bend and stay that way. If you are really ghetto, you can get minor bends out of EVA Foam using a hairdryer, provided that the foam is not too thick. Unfortunately, for the shape you are looking for, you will need a heat gun. You may have trouble making that shape using EVA Foam as it is really round.
