No. The upper casts had more money because of the lower casts had it instead they would waste it away. Inequality is the only way a society can function.

No they shouldn't. It should be their personal responsibility to do such thing. It is their responsibility, not the government's. And take it from me, them paying for it wouldn't fix healthcare.
