Are there any good, recent games that allow you to take a more passive stance to combat?
I refrain from saying "pacifist" because I really enjoy my Dragon Age Inquisition challenge where I can't directly attack but can rely on party members and debuffs.
Basically, I'd be looking for an RPG that lets me effectively focus on things like speech, charisma, and possibly stealth.
As a side note, would you consider things like status effects and debuffs to be banned in a "pacifist" run of any particular game?

Very hard to say for games that came out recently since the vast majority of games these days have an emphasis on combat (even if the combat is rubbish and poorly designed like The Technomancer which is NOT worth it at all, it's bad) but I can make suggestions for older games.
Deus Ex series, Vampire: The Masquerade Bloodlines, Fallout: New Vegas (By far the best in the franchise imo), Postal 2 (Not really an RPG but is offensive and hilarious and allows you to play through the entire game as a pacifist), Shadowrun: Dragonfall and that's all that comes to mind from the top of my head that I've played :I

In fallout 4 there is a way to talk your way out of everything except for story-critical boss battles.

Well technically in Pokemon you're not doing any attacking, you're just giving orders to the pokemon that are!
Okay but for real this time, aside from the obvious Undertale, Dishonored might be up your alley although that's more of a shooter than an RPG.
As for status and debuffs, I'd say it all depends on flavor text and how said status works. Obviously poison is out but paralyze can go either way. Same for debuffs since it could be a case if making it harder for the enemy to move without hurting them.
