I don't mind it. These days when guys can easily get accused of harassing women, it's actually probably for the best.

I think people have to be on the same page, like a joint action to start going out. Unless you're talking about a date. Then it'd be pretty cute

If you are into him go for it before someone else does. As Afomaru said, some guys like the chase, but having a girl hit on them is an ego booster too which usually never hurts to break the ice. Next time you meet eyes, smile and see how reacts, then casually go back to whatever you are doing. Do this the next few times you meet eyes. A very fun girl that picked me up in HS got me with her signature phrase: "Smile, It makes people wonder...." I noticed she always broke out into a smile (little more than her usual smile) when our eyes met, so I eventually talked to her to find out if she liked me or if something weird was tattooed on my face =p. She was a little wilder than I was at the time but it was fun while it lasted. Vampire_neko +1 for aggressive lovers
