I think it's usually men that want to show that they aren't fazed by something as trivial as freezing cold ;>) I'm too sensitive to the cold though. I don't care if I look like a wimp. South Africa was recently in a cold snap though and I saw two guys jogging in the cold weather wearing nothing but vests and shorts.
