he could be many things. unfortunately, you don't seem to know him very well. since you're not friends, yes, i would say no to a drink. unless its drinking and chatting online or something maybe. maybe watching an anime on rabb.it. it could be his own way of trying to make friends, or perhaps he doesnt have friends. he could be socially awkward and just not want to think about his life. so, just say no i suppose.
