Not sure. I mostly message people on the friend list. It could be a setting.

I don't think you can message unless someone adds you. In that regard, dunno how to help. I'm a forum poster and there's no way to know how many people are active on the site at any given time.

I will say there's more people in the public list then I've seen in a couple years so there's that. XD

You can if they have their messages set to public like I do. I get some funny messages that way.
