I don't thing it is a matter of "the best". It is of which country can exerce most cultural or economical influence and pressure into others. Be it in the form of diplomacy or downright conquest... For some civilizations that reached a certain point, it is like a do or die. Like, influence or be influenced. Economic-wise, Germany is strongly influent in the EU. Brazil in Mercosur; Russia and China in the BRICS and on and on... Culturally-wise, the US has strong influence in Latin America and some parts of Europe due to NATO. Russia in East Europe due to OTSC and now it competes with Turkey and the US for the Middle East... If they don't exert their power, others will exert on them.

Name me one country that utilized slavery as much to build their country and then deny the use of slavery in the building of said country, Veruca?
