From a meme standpoint I would say Kosovo... From an actual standpoint I would say it depends on your budget and what do you wish to accomplish. Serbia it's kind of cheap, Montenegro too, Czech republic and Slovakia should also be fairly affordable, Latvia and Estonia too!. Just don't go to expensive and douche places like France (except for Brittany area maybe) or the lower half of Great Britain except maybe Wales, Portugal should also be pretty decent.

Best place I have been is the Faerie (fairy) Pools in Scotland. Albeit I have only been to Germany and Japan besides Scotland so... The place just has a sort of mystic energy that I have never, ever felt anywhere else. It gives you a sense of beauty and wonder I haven't seen anywhere else. Besides that I am not a fan of Scotland - Though some of the historical landmarks are amazing. But I am weird and love places that look like they have been ripped out of a story book soooo
