Makoto Shishio is one of my favorites. He embodied his ideals very well and was a strong opposite to the protagonist.

Sensui Shinobu had a savage but quiet strength which made him very fearsome. His hatred for humans and siding with something he wasn't related to was unique.

Ya. A lot of people seemed to dislike the Chapter Black arc and Sensui. But I personally love them.

Never came across any haters of that arc but I'm guessing the very dark tone might have been a bit much for some. Sensui's motivation was more complex than previous villains too.

Bill the Butcher, the movie version of him is fictional, was an excellent villain. Showing a twisted version of American values that many of us can fall into.
