I have heard of this before. Also I think I heard that beer is in vending machines as well. I mean this does sound kind of strange but when I lived in Washington, there were topless drive through coffee stands. So people getting their kicks from a public source is not just Tokyo-based. If it is true then there must be no such thing as a health codes in Japan.

Well, yeah. Its an urban legend from about the mid 90s to early 2000s, based on the fact that someone found a vending machine that sold condoms and (Anecdotally, take with a grain of salt.) sex toys.
