Best method is always requesting a code given by you in a selfie from the person in question. Edits are easy to track, so it's a 99% guarantee. (I'll leave out the 1% for unlikely eventualities)

Unless I meet someone in real life, or talk to them on skype once to confirm they are who they say they are, I don't put much stock in anyone I meet online. I've never had it become a problem, because I've never really put myself into a position where I became emotionally dependent on someone online. But damn, that video... That's messed up.
