It's a Chinese app called xiuxiu beautycam. You can enlarge your eyes 'til infinity and make your face whiter than paper. Do recommend. Sumomo_ on instagram lives in LA and is an Otaku. Anime Expo is in LA. There are a lot of Otakus in LA you just had bad luck.
