Abuse of the report button

We need to do something about the abuse of the report button by users intending to get those they do not like banned, temporarily or otherwise. The best way would probably be to limit the amount of reports a user could file within a 48-hour period.

An even better suggestion would be having a mod address the issue that got to the point a person would report the incident. It's no longer an issue between two people and hasn't been for months. Not when it gets dragged out to public forum on a regular basis filling up feeds and derailing threads. Not only does it make the website look chaotic but also unappealing to new people which is counterproductive to the purpose of the site. It's not as simple an issue as someone "they do not like". That's irrelevant.

I think its worthwhile to implement these features. Hell, I could probably hack up the form and make it so that it plugs into the moderation queue or whatever you guys have as one.
