Black names in forum

What does it mean when one of your friend's usernames go black? o.o I wasn't able to see their profile or anything... But I looked in the forum and some say, "account suspended" and some don't.. So why is their name black and unclickable? >.<

One is deactivated while the other is banned. The banned users should have a line crossing their name to avoid confusion even though their text will change to that they're suspended.
