It's true that Rufus by design is morally ambitious. Being raised by a father that believed that "Might Makes Right" caused him to adopt an "Eat or Be Eaten" mentality. He clearly has a conscience. However on more than one occasion he's shown to prioritize his personal beliefs over others when pursuing goals for both the company and himself. The near death experience he had when Diamond Weapon (aka FF7 Godzilla) nearly blew him up inside the Shinra Building allowed Rufus to reflect on his family's legacy as well as what he should prioritize in life going forward.
