Just done a bit of research on this. The gist of the proposal is to do with the protection of intellectual property / copyrighted material. This in itself is nothing new. Fan art / doujins are usually based on copyrighted material so they are in a legal gray area already. As for getting arrested for cos play. That will not happen, that is just scaremongering.
