Really depends on your area, your school, etc. It's a lot easier to find them once you hit college versus high school since your a bit more restricted on who you can meet there.
My suggestion would be to find any local anime/gaming clubs. Otherwise, conventions as mentioned before are another good place.

Because they have guys constantly throwing themselves at them like moths to a flame, so they're usually taken and have little need for places like this. Soon as they become available they get taken again right away anyways.
I believe men are just far more likely to fall into this culture as well for that matter. The amounts of media made for men seems to far outweigh that meant for women.
