Forming a relationship at a convention?

How do people meet and form meaningful relationships with other otaku at anime conventions? Do they go to panels of anime you like and talk to the people there, or just people they find attractive at more general social venues like the dances or karaoke? What bridges the gap between people causally taking about some anime for a bit and going their separate ways, and forming a genuine bond and doing things together or confessing their desire for a relationship to each other?

I really think it's like any normal friendship or relationship. I mean obviously its great to meet someone who enjoys going to cons, cosplaying, and any anime or otaku related things, but I firmly believe it has to go beyond that. Attraction for someone is only going to go so far if you don't click with them on other levels such as personality, hobbies, and whatever else but obviously I'm not an expert at this seeing how I'm single -_-

You creepfully follow your potential vict...girlfriend into the panels she goes to, find out what she likes, talk to her after a day or so, go for drinks, seckz, hang out afterwards.

Well, except for the setting, it's really no different than usual relationship... You start a conversation with a random someone for some reason and if it goes well you pick it up from there and balaclava... Nothing to it.

Never went there before but I think is like the same for every social circle. Try watching "My Little Sister cannot be this cute." There is a part where she meet with people with common interest in anime.
