Devilmen's powers come from fear right? The gunman is powerful because of the mass fear of firearms. I think of this page:

That Devil said Chainsaw had gotten weak. Maybe at a time he was a prominent figure but either ran away or was defeated. Kinda like Nel from Bleach. The other devilman want that power on their side or want it destroyed. Maybe they have a great fear of some potential in him.

Fair enough. I guess I just see it more as a corruption. Like that the more devil he becomes, the less human he does. He's grown stronger but in exchange for that strength he's losing that gentler part of himself. I dunno, just a guess
