It was easy for me to think they were the same person because they have the same voice actor. They also look kind of similar but yes they do seem different. Also i was playing the games, if I watched the anime first I probably would have noticed they were different people. Its pretty hard to tell just from sprites in a game when all I know is they have the same voice actor. Also, Komaeda stole Naegis signature line "sore wa chigau yo!" which really tricked me.
