Well now I'm an even dirtier southerner in Norfolk, right next to NC, but I lived in the more Spotsylvania parts of town. The most I saw of Fredericksburg was downtown. Used to go to Captial Ale House a bunch. I lived in multiple locations since we moved around a couple of times, especially after my parents divorced.
I lived in Lee's Hill for a bit. There was a house on Tiderwater Trail near a trailer park I lived in.
Never really went to culpeper.

Midas,
I know you're talking to lamby, but it's a small world. I grew up in spotsylvainia and went to massaponax, I was part of the first group that started when it first opened, even voted for the mascot and school colors. Now? A bit further south aswell, like an hour from NC.

Nice. My oldest brother attended it when apparently the Black Panthers were there for a little while. Easy way to hide yourself when your gang colors match the school mascot.

Midas,
If they were, they sure weren't prevalent when I went. Me thinks that might just be an "urban legend" because of our mascot.
Edit:
I used to swim at lauriella when I was little and with my brother being the baseball kid of the family, I spent many a hot summer day there.

Maybe, I don't remember hearing about them doing anything. But you must of known Mr.Rodkey the school principle since he was the first one to serve there. He retired my graduating year and totally railroaded our graduation ceremony. By the time our ceremony was even done it was 11 at night. Totally killed a chance to properly celebrate.
