Is it normal for a guy to be touchy or clingy to another guy he just met(?) :\ Touchy in a way like…holding the arms…randomly pinching arms like in a soft or flirty way…

Lol. Context: I have this friend in law school who befriended a transferee. So they met before this one class and so they attended this class and were seatmates. And this friend of mine felt awkward or uneasy because that transferee was really touchy or clingy. Like...the transferee would randomly pinch my friend in a soft/sweet way or brush his arm...And because he really got uncomfy he was like yea bro stop...This friend of mine told us what happened after class and we were all debating and giving it the benefit of the doubt if that transferee had other intentions. XD

Where I'm at its pretty common for people to be touchy. Like Criselington said, I'm in the military. What I would say is a better indicator of the intentions of the transferee, is how they reacted to your friend telling them to stop.
