No you don't have the right to not listen to the police officer during a stop. Thats called resisting and obstruction of justice

George was on drugs, he was going to be visually shaken no matter what. The cops were told he was acting crazy before they got to his car

You have the right to hate the police, you however, don't have the right to ignore them during a stop.
