^ I think you're taking their interpretation of "minor" a little too literally there. I don't think they were trying to convey the fact a teenager would date a child, but just the fact minors of somewhat comparable age should only date i.e. a 14 yo dating a 16yo.

What other way is there to interpret the word other than its denotative meaning in this context and why? But you are probably right, that's hopefully not what was meant to have been conveyed. Even then though, I take issue with the vagueness of the idea that "minors should only date minors". There's no hard line as to what is right or wrong with such a viewpoint. A tween with a 17 year old? 13 year old with a 17 year old? Either is likely problematic and is likely to take issue with society.
