Thats a real anime, not sure which u mean but the plot seems similar to haruhi! Try this... Random bunch of peops posting things in forums and somehow find themselves all related by the end of anime.. the premise takes place in ikebukuro btw.. P.s. its nothinh importan but there is also a seductive female headless rider roaming around.
