I always found that weird about the USA, they ask that question, but don't even mean it.
Here we just say: Hello.

Just another way of saying "How are you doing today?" or "How are you doing at this moment?".
First time hearing someone say that's a weird way to greet others lol. It makes for a good conversation opener in some circumstances vs just saying hello.
In my experiences when you say hello..they normally reply with the same greeting and that's that. When I ask "How are you?" or "How are you doing today?". I may get some insight as to what their day was like or what their feeling at the moment. That can help start a conversation.
There are rare times where I don't mean it(Angry about something), but I ask anyway. It's common courtesy where I'm from.
