In my opinion, it would be better to stick it out with your current character. It's a rewarding feeling when you finally beat a monster you were stuck on.
But~ if you just want to make a new character and start fresh, that's cool too. It can help you get back into the swing of things.
Just bare in mind you might have to solo some of the quests because everyone is doing High Rank stuff. Having a friend or two that are willing to help speed up the process might be helpful.
In regards to hard monsters, you just need observe them and try to remember their attack patterns. Also, you can run around the monster and wait for an opening. You don't always have to be attacking. If you're ever knocked flat on the ground, don't try to get up immediately if you think the monster's gonna keep attacking you.
This will all become second nature as you keep hunting. Persistence is key here.
As for the 'Scary' department. You just need to beat them and show them who's boss. If you beat them consistently, they'll be less scary .
