he becomes the protagonist (for the ma arc that is) think about it, saitama is op, he cant be in the kind of fight scenes garou gets into plus garou is saitamas mirror in a lot of ways garou was weak as a child but through sheer will power (though some natural talent obviously) and hes still on his journey (and the ending of his arc only goes to prove this theory in my opinion) i mean really most of one punch is saitama being a background or supporting character, that's just how it has to be when the protag is op i think its a good thing, because the other characters are so well written (garous story being the best next to amai's)
