    For the person asking the other out, yes. But to start out, if they didn't know each other prior (first step to a bad relationship) then the person being asked out doesn't necessarily have to initially feel anything for the other person (though they do have to at least try to develop that).

    Does not have to be completely mutual. As long as the partner is open and willing to at least try to date the other then that person can later fall in love (or not). I don't believe in things such as love at first sight. How can you love someone without knowing them?
