It is really based on culture, really; when I came to London for the first time I was surprised to see such diversity in there, including girls of different age wearing cute clothes! But clothes are not the only indication of cuteness. I've been to many places and some countries (mostly European) and met and seen many cute people both by appearance or behaviour. As in appearance, I think it's also the same with other clothes like goth or rock, people also look at them as something strange in some places. People stick to fashion too much some times they would criticise you harshly. I also fear for modern art affecting fashion... But I don't find many problems with cuteness when it comes to behaviour, as in clothes it just merges from the crowd and attracts attention, but even then it's not a huge problem in some places.
I'd personally love to date a girl who was into the kawaii and cutesy stuff. But f*** all if I can meet one who isn't already taken, isn't a lesbian/bi girl who doesn't want a man, or aren't those things over the age of 21.
A lot of it has to do with the sexualization of younger girls!! I know( from personal experience) that older men have no shame when it comes to creepily hitting on younger females who happen to be wearing shorter clothes because it is over 100•Fahrenheit outside!!( ̄Д ̄)ノ
I love to dress cute and it can be appreciated it moderation. I think it may be a bit hard to just throw on all the cute? It might kill them?!? Because it's too cute?? Like?!?! (((o(*゚▽゚*)o))) However if you can incorporate some elements into your outfits I think it could be just fine!!!! Most people think cute graphic tees are cute!! Like ones with a cute cat on it? (⌒-⌒; )
The sexualization and infantilization of young girls and women definitely makes it tough to enjoy cute things without being roped into some gross pedo shit. Lolita fashion is all about being elegant and modest. Tell me the last time you saw a child wearing a lace pinnafore and bonnet. But of course, there's people who have to fetishize it and ruin it for us.
Personally I think it's the girls that are hot, doesn't matter what they are wearing:
