@Fancy Metamorphose is great brand since they have a plus sized section (and a lot of their dresses have full shirring, too)! There's Taobao brands that offer custom sizing, too ^-^ @xynox Asian sizing does suck :\ Thankfully some places offer custom sizing for people.
