On certification, it depends on your industry. Some places/jobs look highly on certificates but at the same time, being certified doesn't exactly beat out experience. So the difference is, I'd say, a potential advantage in getting hired and a potential standing point to ask for a higher pay. But none of that means anything if you can't deliever.

I would opt for the part-time work and study simultaneously, simply because while college may just be a waste of time/effort due to its heavy emphasis on theory than practicality (just my experience), unless you have worked under 2/3 companies before with reasonable employment length for each, the first thing recruiters/potential employers will look at is your degree. I would also consider the industry that you are thinking of entering; graphic design for Nestle and graphic design for Lockheed Martin aren't the same so you'll have to think about your budding portfolio too.
Alternatively, if college is only going to increase an already-large debt, you may want to look for more specialized art institutes that a) offer connections to companies that hire from them and b) can substitute for a certain amount of transferable credit hours should you wish to get back to college in the future.

If you're going into college (which I suggest you do), don't run out and blow thousands at the school you are going to get your major at. Go to a community college and get your core classes out of the way (Math, Science, English, etc) so you won't have to take them later. Not only will you be able to focus on certain classes, but in most occasions this boosts your chances of transferring into another school (After your classes are done) and you might be able to live at home with your parents for a few more years as you adjust to college life.
Edit: After reading some other things said above, taking only your required classes now will leave you time to go out and get a part-time job. :3

Now a days, more people are opting to work vs college since the work market sucks right now. Now, if you're not paying for college and you're on a scholarship then finish college. But if you're paying for college then I suggest work. if you can work near the field of your major, even better. nothing beats experience and if you get hired for what you wanna do before you finish college, chances are the company you work for will pay for you to go back to college. that's what happened to me when I was teaching. I got a job teaching in NYC and they paid for my tuition at a university of my choice as long as I worked in a school of their choice for 3 years. SO, just my 2cents

Long story short, if you find an opportunity to work in your profession of choice before you finish college, go for it.
