On to the subject...I believe it's best to bring it up when they're in a good mood and the conversation is in a similar topic range, be smooth about it but not too blunt, but blunt enough to make it not a joke they can brush off. Though if you haven't even talked to them before it's better to first approach them and ask them if they perhaps wanted to do something you're both interested in (yes this takes research), if they ask why, then it's perfectly fine to confess your feelings at that point.
