Within Thailand lies the city of Roanapur, a safe haven for all types of criminals and where corruption thrives to its very roots. Ran by big crime syndicates like the Yakuza or the Russian and Italian mafias, Roanapur is the center for illegal and criminal activities, and is the base of operations for the notorious group called Black Lagoon.

The series was directed by Kyoda Tomoki and is produced by Studio Bones, known for the production of many hits such as Wolf’s Rain, Fullmetal Alchemist: Brotherhood, Mob Psycho 100, and Boku no Hero Academia. When Okajima Rokuro (aka <i>Rock</i>) visits Southeast Asia carrying a top secret disk, he is kidnapped by pirates riding in the torpedo boat, <i>Black Lagoon</i>. Although he thought he would be rescued soon, the company actually abandons him, and sends mercenaries to retrieve the secret disk.
