In the city where Shiki lives, something triggers a spate of mysterious schoolgirl suicides. The connection between the girls who leapt to their deaths is unclear, although all of them have jumped from the Fujou Building, a skyscraper scheduled to be demolished.

The story follows Rico, an orphan who dreams of becoming a great cave raider, much like her mother, and solve the mystery of the Abyss. The Abyss is an unexplored enormous cave system inhabited by strange and wonderful creatures, along with mysterious artifacts.

The series takes place in the near future, when it is possible to instantaneously measure and quantify a person's state of mind and personality. This information is recorded and processed, and the term "Psycho-Pass" refers to a standard used to measure an individual's being.
