The assassination of the head of the Lovelace family in Venezuela sets his maid, a former terrorist named Roberta, on a bloodthirsty quest for revenge at any cost. The search for the culprits leads her to Roanapur, causing a massive commotion in Thailand.

Okajima Rokuro - now known almost exclusively as 'Rock' - was once a typical, put-upon Japanese businessman. Then, on a routine business trip, he was kidnapped and ransomed by the Lagoon Company: a band of mercenary pirates operating out of the crime-riddled city of Roanapur.

Roberta, the terrorist-turned-maid that made her appearence in the first season of "Black Lagoon", returns in this five-episode OVA series—and this time, all bets are off! Roberta's benefactor, the patriarch of the Lovelace clan, is murdered during a political rally.

When Okajima Rokuro (aka <i>Rock</i>) visits Southeast Asia carrying a top secret disk, he is kidnapped by pirates riding in the torpedo boat, <i>Black Lagoon</i>. Although he thought he would be rescued soon, the company actually abandons him, and sends mercenaries to retrieve the secret disk.

The story follows a team of pirates/mercenaries known as Lagoon Company, that smuggles goods in and around the seas of Southeast Asia in the early to mid 1990s.[1] Their base of operations is located in the fictional harbor city of Roanapur in southeast Thailand (somewhere in the Amphoe Mueang Trat district, likely on the mainland north/northeast of the Ko Chang island or on the island itself).

Within Thailand lies the city of Roanapur, a safe haven for all types of criminals and where corruption thrives to its very roots. Ran by big crime syndicates like the Yakuza or the Russian and Italian mafias, Roanapur is the center for illegal and criminal activities, and is the base of operations for the notorious group called Black Lagoon.

The film takes place one year after the events of the anime series. After going through a painstaking journey across multiple "World Lines" due to the invention of "D-Mail," text messages that can be sent to the past, Rintarou Okabe has assumedly landed in the "Steins Gate" World Line, in which none of his friends would have to die and a future ruled by SERN due to the invention of a time machine no longer exists.
